Is accepted paper considered for promotions or actual publication is compulsory for purpose of promotions as per NMC norms?

The answer to this question is categorical “Yes”

As per NMC gazette notification the actual publication is compulsory however in a recent judgement Hon Bombay court has held that accepted papers are as good as published papers. And since Hon High Courts are constitutional courts their judgements supersede every other rule unless stayed or overturned by Hon Supreme court.
